The Burgermeister

This is a card game much like solitaire:

How it works:

The Great Frost comes once every 100 years your town, and as this year's Burgermeister, you must organize the townsfolk to overcome the challenges of the Great Frost.

These hardships are represented by blue frost cards which are immovable on the stacks.

In order to clear them, you must get the right townspeople for the job. Assemble the required cards in the free spaces below the stacks while the corresponding frost card is on top of a stack . Then it will be withdrawn from the table.

To win:

Get all frost cards off the table and then fit all the townsfolk  back into the town stacks in order to win.

town cards are the ones with brown backings. These are various people and resources your town can muster. You can move them between the free spaces and the stacks, but they can only be placed on top of cards they get along with.

For Example,

A witch has no desire to be near a priest, and the priest will only go where his flock is, and nobody can trace the path of that elusive hermit.  Such are the troubles you shall face as the Burgermeister!
